OSD, or Distribution System Operator. Who are the Distribution System Operators? How many are there in Poland? What are the competencies of the DSOs?
In Poland, we have 206 Electricity System Operators. They have a current, issued by the President of the URE (Energy Regulatory Office) license. 205 of them for electricity distribution, and one entity PSE (Polskie Sieci Energetyczne) has a license for electricity transmission. The licenses issued are temporary, and the one issued to PSE is valid until the end of 2030.

OSD – what is it? What responsibilities does he have?
Distribution System Operator, is an energy entrepreneur engaged in the distribution of electricity or gaseous fuels. Also responsible for network traffic, network operation and maintenance, and network repairs.
According to the Energy Law, Article 9c(3) and its version effective January 1, 2024, the DSO is also tasked with expanding the distribution network to ensure continuity of energy supply. Then, cooperation with the other Operators to ensure consistency in the operation of the power systems. Another obligation is to dispose of the power of generating units connected to the distribution network, excluding generating units with a generating capacity of 50 MW or more, connected to the coordinated 110 kV network. In addition, the management of capacities in such a way as to guarantee continuity of supply to customers, and in the event of power shortages, these capacities are purchased from an external source. And finally, cooperation with the Transmission System Operator in the creation of network development plans and the development of a normal network operation plan.
